Revising the GFE When the Rate is Locked

Is a lender always required to provide a revised GFE when the rate was locked?  What happens if the rate goes down or does not change?

A lender is always required to provide a revised GFE when the rate is locked, even if the rate does not change or goes down.  This can be found in FAQ #19 of HUD’s FAQs and has been confirmed by HUD orally.
