Q:  Can a federally-chartered credit union in a state with a population less than 2.5 million apply for a community charter that encompasses the entire state?   
 
A:  Although state boundaries are well-defined and the state may have a population of less than 2.5 million; our policy only recognizes political jurisdictions at the county level or below.  An entire state does not qualify as a well-defined local community.
