Q:  If an adjacent area, CBSA or CSA is located in another State, does that have any impact on the decision to approve or deny an application?
 
A:  No.  There is no impact.  The adjacent area, Core-Based Statistical Area or Combined Statistical Area can cross state borders.  The only requirement is the proposed community as a whole meets the statutory requirements of being a well-defined local community.
